This paper traces the emergence of Safeguard programs in Canadian police agencies and explores the research and methods of delivering routine, mandatory mental health check-ups to sworn and civilian personnel in positions with frequent exposure to potentially psychologically traumatic content or situations. A definition for Safeguards is proposed and future directions for police leaders and research are discussed.

Meet Dr. Katy Kamkar
Dr. Katy Kamkar, Ph.D., C. Psych. is a nationally and internationally recognized clinical psychologist and a leading voice in mental health, trauma, resiliency, and workplace psychological safety. In 2023, she was appointed to an executive position with the Government of Canada as the Federal Associate Organizational Ombudsperson, Mental Health at Public Services and Procurement Canada (PSPC), and served as Executive Advisor to the Deputy Minister on Diversity, Equity, and Inclusion (2023–2024). As of June 2025, she is also the Mental Health Special Advisor, PSPC, Ombuds Office.
Dr. Kamkar has been recognized nationally for her leadership and impact in mental health. She received the Canadian Psychological Association’s Award for Distinguished Contributions to Public or Community Service (2022)...
